Review of PPP models resulting in more delays.  The first paragraph is interesting and likely to be false.  I strongly suspect that this figure that the minister refers to includes operational costs as well.  If this isn't the case then why did Treasury let the PPP go through?  Treasury's PPP unit is made up of a number of very sharp individuals who would never let that pass.
