Davies seems to assume that increasing the BEE burden on business will somehow make for more — and more successful — black entrepreneurs. Before the bill is enacted into law, he should remember the words of a French entrepreneur, who recently said (of the regulatory burden in his country): "You can’t play football with a sackful of rocks on your back."
