Take a look at this.  Tender notice on 21 Dec 09 with a compulsory meeting on 23 Dec 09 and the proposal has to be in by the 22nd of January 2010.  Oh yes – the USAASA office will be closed from the 28th December till the 4th January 2010.  Not much time at all to ask quesitons and submit a bid. In my experience a tender issued this late in the year generally means that they have made up their minds as to who they are going to use.  Not sure how this would work in a PPPFA environment or any state tender environment either.  I think I may watch this one a little closely.
